Meet Russel

Russel D. Rice is a Certified General Real Estate Appraiser with nearly 30 years of experience in residential, commercial, agricultural, and partial-interest valuation. Since entering the profession in 1997, he has built extensive expertise in appraisal and review assignments for mortgage lending, secondary market transactions, bond loan programs, relocation, proposed construction, estate settlement, portfolio and feasibility analysis, partition matters, pre-foreclosure and REO properties, and litigation support.

He is especially experienced in expert witness and litigation-related valuation matters, including eminent domain, partition, divorce, zoning, redevelopment, watershed takings, and trespass cases. Russel has provided appraisal expert services in depositions, bench trials, circuit court actions, condemnation hearings, and public zoning proceedings. His qualifications are further supported by specialized coursework in expert witness testimony, eminent domain, condemnation, and valuation of partial interests and acquisitions.

In addition to appraisal practice, Russel is an AQB Certified USPAP Instructor and an active leader within the profession. He holds the MAI, ASA, MRICS, R/W-AC, GAA, RAA, and MNAA designations and has served in leadership roles with the West Virginia Real Estate Appraiser Licensing and Certification Board and The Appraisal Foundation Advisory Council.
